Welcome from the Mississippi Community College Board
For over 33 years, the Mississippi Community College Board (MCCB) has proudly served the state’s community colleges by concentrating efforts to improve statewide educational opportunities and advancement of the community college system through coordination, support, leadership, and advocacy. The MCCB supports the 15 community colleges as they educate and train Mississippi’s future by delivering more than 250 programs of study to over 97,400 students annually.
Kell Smith Executive Director, MCCB
Mr. Smith is married to the former Mary Straton Karatassos of Starkville. They live in Madison and are the parents of Eleanor and Rosie. Kell attended Mississippi Delta Community College. He earned a Bachelor of Arts in Political Science in 2003 and a Master of Public Policy and Administration in 2005 both from Mississippi State University. On January 20, 2023, the Mississippi Community College Board (MCCB) unanimously selected Mr. Kell Smith to serve as the agency’s sixth Executive Director. He has been with the MCCB since May 2008, previously serving as Director of Communications and Legislative Services from May 2008 to July 2021 and Interim Executive Director from July 2021 until January 2023. Kell believes in the generational impact that community colleges can have on students and families. He works to ensure the system has the tools and resources necessary to provide services that are critical to both student success and the state’s economy. He serves on the State and School Employees Health Insurance Management Board, State Workforce Investment Board, State Longitudinal Data System, Colleges Savings’ Board of Directors, and the Mississippi Commission on College Accreditation. He is currently chair of the Mississippi Prison Industries Corporation (MAGCOR). Mr. Smith is a former member of the Board of Directors for the College Public Relations Association of Mississippi and Board of Directors for the Mississippi Council on Economic Education. He is a 2009 graduate of the Mississippi Community College Leadership Academy.

Welcome from the city of Natchez, Mississippi
Dan Gibson has always loved Natchez – but he has not always lived here. He grew up in Jackson, Mississippi, the youngest of four boys and two loving and hard-working parents. Attending the Jackson Public Schools, he graduated from Murrah High School in 1983, where he served as both Student Body President and Editor of the School Newspaper. Dan continued his education at Mississippi State University, graduating in 1987 with a bachelor’s in business administration.
He began his political career there as Student Association President and as President of the Mississippi Student Body Presidents’ Council, representing Mississippi’s eight universities before the State College Board and MS Legislature. Acting on a lifelong passion for Natchez, Dan finally made the oldest city on the Mississippi River his home in 2016 and quickly became an active citizen, creating a hospitality business and volunteering for various community organizations. Desiring to be a force for positive change in Natchez, Dan answered the call of friends urging him to run for mayor in the fall of 2019. He was elected in July, 2020 with nearly 64% of the vote and solid support from every demographic. Even before taking office, Dan began building support for “The Natchez Renewal” – a plan to reverse years of decline in his adopted hometown and create jobs. Working with city and county leaders, Dan made keeping the local economy safely open during the national covid pandemic his top priority.

This work paid off quickly: in February 2021, Forbes Magazine ranked Natchez #5 on its list, “The Top Ten Best Places In America To Travel Right Now And Avoid The Pandemic”. Many more national rankings soon followed such as #7 on USA Today’s “Top Ten Best Historic Small Towns” list, #8 on Southern Living’s “Best Small Towns”, and #1, National Public Radio’s “Most Affordable City in America”. Taking office in the wake of national unrest following the George Floyd incident, Dan has worked tirelessly to promote unity in Natchez. He seeks to build a better city where Unity is celebrated and with it, Community and Opportunity.

The Honorable Tate Reeves Governor of the state of Mississippi
As the 65th Governor of Mississippi, Tate Reeves is a conservative leader who has focused on the principles of guarding taxpayers’ dollars, improving educational opportunities, and growing new careers so that the state’s best and brightest can stay and raise their families in Mississippi. Governor Reeves served as State Treasurer and Lieutenant Governor, applying his financial training in the investment business to be the state’s foremost advocate for balancing the state budget while minimizing state debt. He successfully passed the largest tax cut in Mississippi’s history to encourage more private investments and job growth. Governor Reeves is a Rankin County native and a graduate of Florence High School. He is an honors graduate of Millsaps College and holds a bachelor’s degree in economics. He and his wife, Elee, are the proud parents of three daughters, Tyler, Emma and Madeline. The Reeves family attends Galloway Memorial United Methodist Church.

Keynote Speaker Dwight Owens
They say if you want to make God smile, tell him you have a plan. Dwight’s plan was to live his dream; teach and coach football; and build a comfortable life for himself. Fate had other things in store for him.
In 2005, at the age of 23, Dwight was in a horrible car accident. After only 1 year of teaching, a 72-year-old drunk driver crashed into Dwight’s vehicle and his life was changed forever. Dwight had broken bones, punctured lungs, a broken back, brain trauma, a severed spinal cord, and a life time of paralysis ahead of him. He is permanently paralyzed from the waist down. In fact, Dwight coded immediately after the accident and the doctors gave him no chance to survive. But survive he did, and what could have become a life of depression, self-pity, and bitterness has instead transformed into one of uplifting courage, self-reliance, and forgiveness. After surviving life support and an entire year in the hospital, Dwight found the courage to turn tragedy into triumph, and he has become a motivational speaker sought after throughout Mississippi and beyond.
Dwight takes service seriously. He has inspired countless thousands, and no doubt saved many lives through his speaking endeavors, volunteer efforts, and more. He is especially passionate about wound healing, which includes mental health awareness/suicide prevention, alcohol & substance abuse prevention, disability awareness, and more. For several years, Dwight was an ADA (Americans with Disabilities Act) Specialist for the city of Hattiesburg through LIFE of MS, where he proudly helped companies remove inclusion barriers and implement ADA. He also started support groups and currently continues to mentor newly injured individuals. He is well known in the disability community an advocate and currently partners with agencies like the MS Department of Rehabilitation Services and the ARC of MS to continue pushing hope and resources into the disability community. As a result of Dwight's service, many people with disabilities and beyond are active, productive members of their communities. Says Dwight: “There are no guaranties in life, and it can change on a dime. All I know is that you have to face things head on, put them in the best possible light, and help others every chance you get.” Dwight has received numerous local and national awards for his service, including the National “Spirit of Service,” a ceremony at Radio Music City Hall hosted by Al Roker. He recently graduated with his MBA, receiving the “Spirit of Business” award through The University of Southern Mississippi. He is currently pursuing his Doctorate degree at USM in Educational Leadership. In addition to all of the above, Dwight is also a Realtor with Ridgeway Real Estate. He remains active nationally on the speaking circuit. He is also known for his inspirational memoir, “Still Standing.” The book has inspired and given hope to many people. In addition, Dwight continues to be a disability advocate and more. In 2007, Dwight married Tamika, the love of his life, and the couple had their first child, Brailey Samara Owens, on 12/12/12. Dwight says, “Life doesn’t have to be perfect to be wonderful. God has a plan for all of us, and we all have challenges to face. He also gives us the strength and resources to overcome those challenges.”
