Helpful Hint: Be sure to document that required direct notifications (pre- enrollment and/or address change) were sent. Ensure that a copy of the letter or email is kept within the student’s academic record. 34 CFR 600.9(c) – State Authorization • Upon request, the institution must document for the U. S. Department of Education (DOE) the disclosure process used by the institution to determine the licensure and certification programs and the process for identifying student location. • Each college must have a defensible process for maintaining and reporting professional licensure and certification disclosure. The process must include regular review of licensure and certification information (annual, bi-annual, etc.) and updating of webpage information. Institutional Location Policy Institutions are required to determine the states in which its students and prospective students are located for the purpose of disclosing state-specific professional licensure information. For purposes of issuing the required disclosures as to whether the institution’s educational program fulfills the professional licensure requirements, institutions shall establish a written process to determine a student’s location: • At the time a prospective student seeks information about an educational A. The institution must make a determination regarding the State in which a student is located in accordance with the institution's policies or procedures, which must be applied consistently to all students. B. The institution must, upon request, provide the U.S. Department of Education with written documentation of its determination of a student's location under paragraph (c) (3) (ii) (A) of 34 CFR 600.9, including the basis for such determination. C. An institution must make a determination regarding the State in which a student is located at the time of the student's initial enrollment in an educational program and, if applicable, upon formal receipt of information from the student, in accordance with the institution's procedures under paragraph (c)(3)(ii)(A)of 34 CFR 600.9, that the student's location has changed to another State. program leading to professional licensure; or • A student enrolls in such a program; and/or • An existing student notifies the institution of a change of address. The institution’s location policy should include, at minimum, the following:
