Section 2 - Includes the following increases totaling $14,452,500: (1) Early Childhood Academy (DHS) - $6M, (2) Pregnancy (DHS) $250,000, (3) Complete to Compete (W.K. Kellogg) - $1.7M, (4) National Credential (W.K. Kellogg) - $1M, (5) Apprenticeship Grant (MDES) - $552,500, (6) Apprenticeship Grant - $100,000, (7) Community Youth Center - Dev. Crt. Services DHS - $2M, (8) TANF Partnership (MI-BEST) DHS - $2M, (9) SmartStart (SWIB) - $150,000, (10) SmartStart (Governor's Discretionary) (MDES) - $550,000. Sections 2 & 16 - EEF Authority of $256,000 did not change in FY 18 compared to FY 17 for Grant Writer position. Section 2 - SF Authority of $800,000, an increase of $100,000 for SNAP CT Grant from DHS (Federal). Section 2 - SF Authority of $60,000, an increase of $50,000 for CT Fees. Section 3 - Proprietary School and College Registration authority stayed the same at $574,386. Section 6 - $1M for Workforce Carryover Fund Section 7 - Workforce Education Program and Industrial Training Special Funds = $51,063,755. (See additional spreadsheet for Workforce details.)

Section 8 - $2MM Workforce Enhancement carryforward set aside. $28MM authority from WET Fund, no change. Section 9 - $2,500,000 in Special Fund authority from fees charged for WKFC online & MSVCC; $3,460,000 transferred from Support Bill for Education Technology to MCCB. Section 10 - $125,000 from fees charged for issuing duplicate transcripts and diplomas for High School Equivalency. Section 11 - authority for $30MM from the transfer of post-secondary career and technical funds from MDE.
