Section 8 allows the MCCB to receive up to $28,000,000 from the Mississippi Workforce Enhancement Training Fund . Language was again included that stated “It is the intention of the Legislature that the Workforce Enhancement Training Fund shall have not less than $2,000,000 set aside as a carry-forward to begin the FY 2019 Workforce Education Program.” Section 9 gives spending authority of up to $2,500,000 from fees charged for the Workforce On-line Training Program and the Mississippi Virtual Community College . It also states that $3,460,000 shall be transferred from the Community and Junior College Education Technology fund for the purpose of defraying the costs of the Mississippi Virtual Community College, the Workforce On-line Training Program and the administrative expenses of the MCCB . Spending authority from the Support Education Technology line item of $3,460,000 for the MSVCC and MCCB Technology budgets decreased by $335,800 from FY 2016 due to funds being shifted back to the colleges to pay for additional C-Spire circuit capacity but remained the same compared to FY 2017. Section 10 authorizes the MCCB to charge fees for issuing High School Equivalency diplomas and transcripts in the amount of $125,000 . Section 11 gives spending authority of up to $30,000,000 from the transfer of post- secondary career and technical funds from the MDE. Section 12 states that of the funds provided in Section 1, $542,459.00 is provided to the MCCB for the purpose of defraying the cost of the Greenville Higher Education Center . Section 13 states that of the funds provided in Sections 1 and 2, up to $1,107,000 shall be used to implement dual enrollment opportunities in practical nursing programs for secondary students . Of the $1.107 million, $261,124 is from general funds and $512,124 is from Workforce WET Funds. In addition, the Mississippi Department of Education will provide 89% of the salary of nine programs for approximately $333,752 . With the 4 th round of GF

Section 14 remains in the bill and suggests that preference shall be given to the Mississippi Industries for the Blind whenever purchases are made without competitive bids. Section 18 was added to all appropriations bills in FY 2014 and it continues in the FY 2018 bill. This section states that “no state agency shall incur obligations or indebtedness in excess of their appropriation and that the responsible officers, either personally or upon their official bonds, shall be held responsible for actions contrary to this provision.”

budget cuts in FY2017, the MCCB cut the GF $261,124 for Dual LPN from the budget and it will continue to be cut from the budget in FY 2018. Four pilot dual LPN programs began in FY 2008. Those four programs continued and five new programs began in FY 2009. In FY 2010, East Miss discontinued their dual LPN program and Jones was requested to begin a new program in Jasper County. In FY 2011, Coahoma and Northwest discontinued programs, but Jones and Hinds started new programs in FY 2013. In FY 2018 approximately five programs will continue to operate at $123,000 each.
