HOW TO APPLY TO BE AN ATEF An Accredited Training and Education Facility (ATEF) is a secondary or post- secondary school (high school, college, university, etc.) working in partnership with an Accredited Training Sponsor. Approval by an Accredited Training Sponsor’s Sponsor Representative is required to become an ATEF. The application can be completed by the ATEF representative or by the Sponsor Representative. 1. Contact your Sponsor Representative to discuss your application and receive a password to access the online application. a. If you do not have an existing Sponsor company you can search for one in your area using the Find a Training or Assessment Center tool. b. If you are unable to establish a relationship with an existing Sponsor Company please contact NCCER at (888)622-3720 or send an email to accredit@nccer.org. 2. Log into the Registry system with your card number and password.

Accredited Training and Education Facility (ATEF).

4. Read the directions and check the box to confirm you have read and understand the instructions, enter the password provided by your Sponsor Representative, then click . 5. Complete all applicable fields on the application (required fields are marked with an * ) to the best of your ability. a. The ATEF Facility Representative is automatically listed as the person completing the application. b. The Sponsor Representative will determine where credentials should be mailed. 7. Confirm your address using the Google verify button . The icon will change to a check mark once your address is confirmed . 8. Read back over all information to ensure it is complete and correct, read the attestment at the bottom of the application and check the box to indicate you agree, then click . 9. Your application will be submitted to the Sponsor Representative for approval. 10. The Sponsor Representative can open the application from the or the My Work Items tab. They will review the application, select credential mailing options and approve the application. A notification will be sent to your inbox when your application is approved. 6. You can click and come back later if you are unable to complete all fields.

11. Click on to access your inbox and open the message that your application has been approved by NCCER then click the link inside the message to access the payment screen. 12. The application will open to the Payment screen and show the amount of the application fee. 13. Select or and fill in the required information including the email address where the receipt will be sent. 14. Once you have confirmed all information is correct click . 15. A receipt for the payment will display on the screen and will be sent to both the email address provided and your .

HOW TO Request Company Association Requesting user access for a company allows a Craft Instructor, Performance Evaluator and Master Trainer the ability to submit forms under the NCCER Accredited organization/company. The user will then appear on the organizations instructor list. 1. Log onto the NCCER Registry System with card# and password information . 2. Select the appropriate role from the pop-up window; Performance Evaluator , Craft Instructor or Master Trainer .

3. You will land on the homepage which is your Message Center . From

here click on the

icon.

4. Now click on the ‘ Associated Organizations ’ tab.

5. Then click on the button and perform a name search for the company you want to be associated with. Type the company name then click the button.

6. Locate the ‘ Company Name ’ and ‘ Organization Type ’ on the grid, then select the role type from the drop down menu.

NOTE: ** The roles in the drop down menu are based from your certifications, if you are not a Master Trainer that option will not appear in the drop down menu. If your certification is only for a Craft Instructor that is the only role that will appear in the drop down menu.

7. To complete the request click the button. 8. A message will be sent to the Sponsor Representative or Primary Administrator of the organization pending approval. 9. If the request is approved you will be notified via your Message Center .

10. If approved, you will be associated with the organization and granted a role that allows you to submit forms for credit. You can only submit forms based on your Instructor, Performance Evaluator or Master Trainer certification.

HOW TO Approve User Role Requests Sponsor Representatives of an organization can approve and assign user roles to allow for electronic form submission within the system. 1. Log onto the NCCER Registry System with card# and password information . Select the ATS Sponsor Representative role from the pop- up window. You will land on the homepage which is your Message Center . 2. Locate the incoming notification which will be the name of the person and the role that is being requested. Open this notification by clicking on the subject hyperlink. (Roles associated with an ATS are: master trainer, craft instructor, performance evaluator, curriculum proctor.) 3. Now click on the Card# hyperlink from within the notification window. You will automatically land on the ‘People’ tab, from here select ‘ User Association Requests ’ from the drop down menu, then click the ‘ Search ’ Button.

4. Now find their name on the grid and select the green ‘ Approve ’ button next to their name. To deny a user role or association select the red ‘ Deny ’ button.

5. If approved the user will be associated with your organization. Only a Master Trainer, Craft Instructor, Performance Evaluator, Curriculum Proctor certification type can submit forms for NCCER credit.

( The requestor will also receive a notification that their association with your organization was either approved or denied. )

HOW TO COMPLETE NEW USER REGISTRATION (NCCER Card Number Known) This guide provides instruction to successfully register a new user account in the NCCER Registry System using your NCCER Card Number. 1. Go to http://www.nccer.org and select the top-right myNCCER button. 2. Select Registry System link.

3. Select the Register button. 4. Enter your NCCER card number and click Continue .

a. Don’t have an NCCER Card Number? Forgot your NCCER Card Number? Then click “ I am unable to provide an NCCER Card # ” to find your number or create a new one. 5. Enter the SSN or SGN used when you first received your card number and click Continue. 6. Click Confirm if the name is yours (otherwise click This isn’t me ). 7. Enter the mandatory information into each field. a. Select the TYPE of phone number you intend to enter BEFORE entering the phone number. b. Enter an accessible email address. c. Enter your own password. 8. Click Continue to have the Registry system email your activation link. 9. Log in to your email account to access the activation link the Registry system sent you. 10. Click on the activation link that was sent to the email address you entered in Step 6. You will be transferred to your Registry profile page where you must complete all required fields (as denoted by asterisk). 11. Click the Save button. 12. You will then be presented with a screen to Sign In to the Registry as a Registered User . Once you have entered your NCCER Card Number and Password.

HOW TO… CREATE AN ACCOUNT (NCCER Card Number Not Yet Assigned) A brand new user of the system will not have an account or an NCCER Card Number. Follow the directions below to create an account and obtain an NCCER Card Number. 1. Go to registry.nccer.org 2. Click on the REGISTER icon.

3. Now click on the I am unable to provide an NCCER Card# hyperlink, then add your SSN then click Continue . (Note: This field is only used to search or query for any existing NCCER records associated with this SSN to prevent duplicate accounts from being created. This SSN is not being stored or recorded.) 4. The system will search to see if the number you entered is already in the Registry. If you receive a message indicating your number cannot be found, click on the Create New NCCER Card# hyperlink. NOTE: It is very important to not create another account if one already exists. (If you already have an account but are not able to access or find your card number by SSN or SGN, call NCCER for help.)

5. Click Continue to set up your new account.

6. Now enter your information in the fields provided and create a password. Click Continue to complete this process. You will immediately be sent an activation link to your email.

7. Retrieve the activation link from your email account.

8. You will now have access to your NCCER user profile. You will be required to fill out some additional information, make sure to click the Save button to complete this process and to save the profile.

HOW TO Certify a Craft Instructor, Curriculum Performance Evaluator, or Curriculum Proctor for an Accredited Training Sponsor (Form 101) Registration of Curriculum Certifications (Form 101) allows an individual to be certified as a; Craft Instructor, Curriculum Performance Evaluator, and Curriculum Proctor . 1. Login to the NCCER Registry System 2. Select the appropriate role from the Associated User Roles pop-up window. Here are the roles that can create this form: Sponsor Rep, Secondary Rep, Master Trainer, Support role, ATU/ATEF/TU Representatives. (If the roles do not exist in the drop down menu you will not be able to create this form. Contact your sponsor representative.)

3. From the home page, click on the ‘ Submissions ’ icon

4. Next click on the ‘ Registration of Curriculum Certifications ’ option from the drop-down menu. (This replaces the old Form 101)

5. The form will open on the instructions page. Read the instructions then click the button. (To close out of this page click the ‘Close’ button.)

6. Now you are on the main page and will add instructors and titles for certification here. Select company name. Adding additional master trainers and giving the form a name are optional.

7. Next add an instructor to the form by entering in the Card# only , then press the ‘Tab key’ on your keyboard. Or you can perform a search for the person (see next step). (Note: this field does not allow SSN’s or system generated numbers.) NOTE: Additional master trainers can be added to the form if they helped to co-teach the Instructor Certification Training Program (train the trainer class).

8. If the card# is unknown a search must be performed to retrieve the card#, click the button then go to the next step. 9. From the pop-up window a search can be performed by the Card# , Name and Alternate ID fields, which include SSN and system generated number (SGN) searches.

10. The search results will appear as shown below. Locate the person from the list, check the box to the left of their name and click the button. Be sure to verify the last 4 digits of the person’s SSN or SGN.

11. Now select the appropriate certification type from the drop down menu and enter the date the ICTP was completed.

12. Next click on the

button to open up the curriculum

titles. 13. From the pop-up window click the

button to load the

curriculum titles.

14. Now locate the title from the list and put a check in the box to the left of the curriculum title that will be applied for instructor certification. The titles that are shaded mean the individual is already certified for those titles. (Existing certifications can be viewed by performing a search in the Online Verification screen at the login page of this website.) Then click the button to apply the highlighted title to the person.

NOTE: The titles in this box come from the ‘Curriculum Tab’ under ‘My Organization’ page. The Sponsor Rep will want to see the ‘How To Set Up Curriculum’ document to populate the curriculum titles. This must be completed before forms can be submitted for instructor certification.

15. Certain curriculum titles require documents to be uploaded with the form. The form will alert you to the specific titles that require this action once selected. The button allows you to upload the required documents attached to the form. (See the ‘ How To Upload Documents’ step by step instructions to perform this action .) Bypass this step if documents are not required to be uploaded. 16. The Registration of Release Form and the Acceptance of Responsibility & Liabilities (702A Forms) are required for each person. If this information was already obtained the check will be marked and shaded. NOTE: These documents live in the individual’s NCCER record and can be accessed and completed by the individual at any time. To access these sections the individual will need to log in with their card# or create an account . The certifications that can be submitted on this form for an Accredited 17. Now click the button to apply certifications before the next person is added to the form.

18. From the grid click on the Curriculum Book

to make changes to the persons

information on the form. Click on the Clone icon to make a copy of the certifications to be applied to the next person added to the form. Click on the Delete icon to remove a person from the grid. Click the Notes icon to add a note to the form (NCCER staff can view the notes section) .

20. When finished click the button to grant certifications. If a sponsor representative creates the form it is immediately approved and certifications granted. If a Master Trainer creates the form it will be forwarded to the sponsor representative for approval. 21. IF the form goes to Registry for review it may be approved and immediately processed or will be returned to the sponsor representative for final approval at which point certification will be granted immediately.

This is a general overview of specifications for printing test packets and scanning answer sheets. NCCER cannot provide help or instructions for  specific software or hardware. For assistance with your equipment, please consult your product documentation or contact a local expert. PRINTING PROCEDURE  SCANNINGPROCEDURE

• Documents must be printed on letter‐sized paper from a  quality desktop laser printer or a high‐quality copier or  multifunction printer • Do not use an inkjet printer due to: » Dot gain

MINIMUM SCANNING SPECIFICATIONS • Configure scanner to scan at 600 DPI or greater

• Configure scanner to output all pages to a single file: » Either a multipage TIFF image or a PDF • Place stack of pages into document feeder on scanner, in  proper page order • Initiate scanning process • Give the output file name a unique name » Many systems have a way to do this automatically » Options generally include adding the date and time of  scanning to the filename  » Alphanumeric characters and spaces only  • Upload the file to papertest.nccer.org » Make sure to provide your email address and a brief  description of the file so that we can contact you if  thereareproblems or questions • Retain the original paper answer sheets according to  NCCER policy, but at least until the results have been  successfully scored HARDWAREREQUIREMENTS Answer sheet scanning requires a high‐ q u a l i t y sheet‐fed  scanner with an automatic document feeder. Many copiers  can provide this functionality. Flatbed scanners and desktop  all‐in‐one print/fax/scan devices are not recommended. MINIMUM SCANNING SPECIFICATIONS • Automatic document feeder holding 15 sheets or more • Minimum 600 DPI native optical resolution or greater • Minimum600DPI black‐and‐whiteor 300DPI color/  grayscale output OUTPUT REQUIREMENTS • 600 DPI or greater color or grayscale image, or 600  DPI or greater black‐and‐white bitmapped image • Required file formats are multipage TIFF or PDF

H OW TO L OG I N TO THE NCCER T ESTING S YSTEM These instructions should be used to guide users to access the NCCER Testing System through their NCCER Registry Login . Through a Single Sign On (SSO) approach, users will use one login (their NCCER Card # and password) to access both systems. Important Note : If you have not already registered (activated) your NCCER Registry account, you will need to complete that process before proceeding.

Go to http://www.nccer.org and select the top-right myNCCER button. 1. Select Registry System link.

Tip : Save time by bookmarking the following url: registry.nccer.org .

2. Select the Sign In button.

3. Enter your NCCER Card # and password, and then select Sign In.

4. Click the Testing System button.

a. You may also skip this step by choosing a Role and clicking Ok instead. If you decide to skip this step and log in to the Registry System instead, you will have another opportunity to access the Testing System within the Registry System . b. Once you are in the Registry System , you can access the Testing System by clicking the Testing System button at the top-right.

5. You have reached the Testing System landing page. Select your Testing Location to proceed.

6. If you receive this message, then access to the Testing System has not been granted to you. Please contact your Sponsor Representative for access.

H OW TO C HANGE A T ESTING L OCATION This process applies to users who have been granted access to more than one testing location. The Testing Location List feature will allow users to change the facility they would like to manage, from one location to another, without logging off. In this tutorial it is assumed you are logged in to the NCCER Testing System and have previously selected a testing location.

To select a different testing location:

1. Navigate to the Home screen.

2. Scroll down to the bottom of the Home screen.

3. Select Testing Location List .

4. Select your New Testing Location and proceed with activity as appropriate.

Note: If you do not see a testing location with which you are associated on your menu options, contact a System Manager for assistance.

H OW TO A SSIGN U SER P ERMISSIONS Manage Test Locations & Permissions allows the Testing System Manager (Sponsor Representative, Secondary Representative and anyone with the Support role in the NCCER Registry) to assign the appropriate user permissions within the Testing System.

To Assign Permissions:

1. Log in to the NCCER Testing System

2. Select your Accredited Training Sponsor

(ATS) Organization

3. Select Manage Test Locations & Permissions.

4. Under Step 1 – Select the Testing Location ,

select the Testing Location you wish to manage.

5. Under Step 3 – Select User Permissions , select the checkbox(es) to assign permission(s) to the user of your choice.

Complete Steps 4 & 5 for each/every person for which you wish to have access to the NCCER Testing System.

Selections are auto saved. A pop-up message will confirm your selections were saved .

Tip: If you wish for someone to have access to multiple testing locations, then you will need to assign at least one (1) user permission under each applicable testing location. Note: Each permission does something different. An individual can be assigned a single or multiple permissions. See permissions legend details in the above image. It is the Testing System Manager’s responsibility to maintain user access from within the NCCER Testing System. Personnel changes are managed from within the NCCER Registry System.

H OW TO O RDER B ULK T EST P ACKAGES Organizations have two distinct options for using and paying for tests in the NCCER Testing System. The first option is to buy a bulk package of tests in advance before testing. The second option is to assign and use tests as needed, and then receive an invoice at the end of the month for completed (used) tests. These step-by-step instructions serve to guide users through the process of placing an order for a bulk test package. Please note that a scaled discount is applied to each package of 500 tests or more purchased. 1. Go to the NCCER Shop website ( https://shop.nccer.org ). 2. Click the Pipeline Test Packages icon to order Pipeline OQ module tests, or click the Craft Test Packages icon to order Craft module tests. 3. Select the Purchase button to add a test package to your shopping cart. a. Test packages are available in the following quantities: a. 100, 500, 1000, 3000, 5000, 7000+. b. You may add any combination of packages to reach a desired amount; i.e. to purchase 4500 tests, you would add a package of 500 + 1000 + 3000 to your cart. i. Each package over 500 receives a discount in the cart 4. Click the Add to Cart button, Test Package you have chosen to add to your cart. a. Please note that you can add multiple copies of the chosen package. For example, you can add 2 copies of 1000 tests to your cart for a total of 2000 tests. 5. Review your cart. Click the Continue Shopping button if you still need to add more packages to your cart.

a. You may also change the quantity of your test packages or remove packages entirely. 6. Click the Proceed to Checkout button if you are ready to provide your billing details and finalize the transaction.

7. Select “ Click here to login ” if you are a returning customer. Otherwise, proceed to enter your billing details. Please note that each field designated by a red asterisk ( * ) is required to proceed. 8. Click the Place Order button to finalize your order.

Users may choose between adding test takers individually or by groups, depending on their organization’s needs. See also: How to Add Individual Test Takers ; How to Add Test Takers to an Existing Group .

1. Log in to the NCCER Testing System.

2. Select your Testing Location.

3. Select Group Management.

4. Select your Testing Location from

the list under Step 1.

5. Select New Group.

6. In the pop-up window, under Step 1 , Create a Group Name .

7. Select Save Name .

8. Under Step 2 , enter a test

taker’s NCCER card number or, using the Search Test- Taker by dropdown, select another approved ID type and Select Find .

Option 1. Verify the test taker’s information and select Add Test Taker.

CAUTION : To avoid creating a duplicate record, be sure to add test taker with accurate Alt ID.

Tip: Record the NCCER card number displayed at the end of this process for future use.

a. Repeat Steps 8 until all test takers have been added to the group.

9. Select “x” to exit.

10. Select the Home icon to return to your menu.

Users may choose between adding test takers individually or by groups, depending on their organization’s needs. 2. Select your Testing Location.

3. Select Group Management.

4. Select your Testing Location from

the list under Step 1.

5. Select Edit next to the appropriate group in Step 2 .

6. In the Group Edit pop-up, you can add or remove test takers.

7. Under Step 2 , enter a test taker’s NCCER card number or, using the Search Test-

Taker by dropdown, select another approved ID type and Select Find .

H OW TO A SSIGN T ESTS TO A G ROUP The Test Assignments feature allows users with appropriate permissions to assign module tests to either a pre-created group, or individual Test-Takers. In order for a Test-Taker to see an exam on their My Tests screen, the test must first be created and assigned.

1. Navigate to nccer.org and log in to the NCCER Testing System .

2. Select your Testing Location.

3. Select Test Assignments.

Create New Test Assignments

4. Select New Assignment if you do not see your test listed on the Manage Assignment screen.

Tip: You may need to scroll down on the page to view all options, or to select another page of list results.

5. After selecting New Assignment , find your desired test in the Folder Directory and select the Checkbox next to the appropriate test.

Tip: To deselect an entire list, click once on the title of the subfolder which displays the list you are working with.

6. Select an Instructor of Record from the drop- down menu. Only one Instructor of Record can be selected per assignment. However, you may still choose to proceed without assigning an Instructor of Record. Tip: For an instructor to receive credit towards his/her certifications, the instructor’s name must be selected.

7. Select Assign to save the test to your Managed List Of Assignments .

Tip: If no Instructor of Record was selected a warning message displays to confirm this was intentional.

8. You will be returned to the main Test Assignments screen. New tests may be added at any time by repeating Steps 1 through 7.

View/Edit Existing Test Assignments

9. Select the View icon next to your desired test to add Test-Taker names.

Tip: Columns are sortable.

10. Verify that your desired test appears in the Delivery field. Select your desired Group and then select Add .

Tip: If you need to assign a retest attempt which does not apply to the group or if you have a last- minute Test-Taker, you can add them to the assignment under the Select a Test-Taker field. If needed, you can later add them to a group for future use. See the How To Add Test Takers to an Existing Group for more information.

11. Verify that all members of your Group are now present in the Assigned Test-Takers field.

12. The assigned tests are now ready to be administered when appropriate.

☆ Best Practice: To prevent Test-Takers from choosing the wrong test on the Test-Taker login screen, it is recommended that you assign tests as you go, rather than assigning all tests at once. Assigning all tests at once gives the Test-Taker an opportunity to mistakenly start the wrong test.

13. Select the Home icon to return to the menu of options available to your testing location.

H OW TO R EMOVE A T EST T AKER FROM A G ROUP The Group Management Permissions allow users to remove a test taker from a group. In addition, users can create new groups, edit groups, or add new test takers to groups. See Also: How To Create a New Group and Add Test Takers .

To remove a test taker from a group:

1. Log in to the NCCER Testing System.

2. Select your Testing Location

3. Select Group Management.

4. Select the Testing Location you wish to manage.

5. Under Manage Test Taker Groups ,

select next to the group you wish to manage.

6. Select Delete ; located to the right of the test takers name that you want to remove from the group.

7. Click OK to confirm your choice.

Tip : Changes are auto saved. A pop-up message will confirm your changes were saved.

Tip : Removing a test taker from a group does not affect his/her test history or test assignments.
